Year Five Actions of the MCBP

Phase II Actions (Years 5-9, Oct. 1, 2003 to Sept. 30, 2008)
MCBP actions: 13 actions
  • FW 2.6.6 MCBP will educate the public regarding the desirability and compatibility of silviculture with conservation easements to save open space. (WER)
  • CE 3.1.1 B Target the hospitality industry to promote the use of reusable materials instead of disposable items. (WER)
  • CE 3.1.1 C Target the hospitality industry to promote the benefits of recycling. (WER)
  • CE 3.1.1 D Target the hospitality industry to promote packages combining existing OC accommodations with county natural resource-based activities. ($5,000)
  • CE 3.1.2 B Produce information on environmentally sensitive practices for visitors and members of the tourism industry. (WER)
  • CE 3.1.3 MCBP will incorporate tourist education efforts into existing programs eg, boat ramp signs, OC bus wraps etc. ($6,000)
  • CE 3.1.4 MCBP will link web sites of hotels, WC Tourism, and others to environmental education info and the MCBP web site. ($2,000)
  • CE 3.2.2 MCBP will foster a greater appreciation of farming contributions toward the natural environment. (WER)
  • CE 3.5.1 MCBP will develop educational materials on home and workplace energy conservation or automobile exhaust contributions to atmospheric deposition. (WER)
  • CE 3.5.4 MCBP will support the use of electric lawn mowers and 4-cycle boat engines and develop trade-in program or other incentives. (WER)
  • CE 4.1.3 MCBP, WC, etc. will evaluate the watershed’s carrying capacity and develop indicators of watershed change for use in long-range planning. ($50,000)
  • CE 4.1.3 A Plans will consider drinking water availability from groundwater as a carrying capacity indicator. (WER)
  • CE 4.1.3 B Plans will examine other watershed carrying capacity indicators such as impervious surface, groundwater recharge, etc. (WER)


Worcester County Actions: 10 actions

  • FW 3.1.7 WC will work with local, state, and federal regulatory personnel to develop a comprehensive wetlands plan for the watershed to provide additional guidance for wetlands protection. (WER)
  • CE 3.1.2A WC Tourism will partner with MCBP and OC to promote ecofriendly tourism opportunities, educate area visitors and identify tourism demographics to determine target audiences. ($4,000)
  • CE 3.1.2C WC Tourism will partner with MCBP and OC to promote ecofriendly tourism opportunities, educate area visitors and place brochures about ecofriendly tourism in hotels, marinas, restaurants, real estate offices, etc. ($10,000)
  • CE 3.1.2D WC Tourism will partner with MCBP and OC to promote ecofriendly tourism opportunities, educate area visitors and encourage tourism marketing that promotes alternative transportation, ecotourism and non-peak visits. ($5,000)
  • CE 3.2.3 WC will seek support industries for farming such as corn research, beneficial use of chicken litter, wood products etc. (WER)
  • CE 3.2.4 WC and MDA will create economic and other incentives to retain farming. (WER)
  • CE 3.2.5 WC and MCBP will discuss the County Register of Wills methods of addressing inheritance tax problems and reform at the state level. (WER)
  • CE 3.3.3C WC and DBED will consider training and retraining local workforce in ecofriendly businesses. (WER)
  • CE 3.4.4 WC will set a rate structure that encourages water conservation— the more you use, the more you pay. (WER)
  • CE 3.5.2 WC and MDE will support alternatives, such as composting, the reduce open-air burning. (WER)

DNR Actions: 3 actions

  • FW 2.1.1 DNR with USDOI will compile information on FIDS in the watershed and develop assessment of status and trends in relation to land use. ($25,000)
  • FW 2.5.6 DNR will coordinate programs and techniques on agricultural lands to focus on select wildlife species needs. ($10,000)
  • FW 2.6.4 DNR will compare currently recommended forestry BMPs with other state and federal guidelines and revise where needed. (WER)

MDE Actions: 3 actions

  • FW 3.1.6 MDE and ACOE will work with WC to develop guidelines to assist property owners in avoiding disturbances. (WER) *ACOE is also a lead on this action.
  • CE 3.4.3C MDE and MDA will advance grey water reuse for agricultural irrigation. (WER)
  • CE 3.5.3 MDE, MCBP and WC will advance use of alternative energy sources such as clean burning fuels, solar, wind, etc. (WER)

Ocean City Actions: 3 actions

  • CE 3.1.1A OC and MCBP will partner with hospitality industry to identify common goals and promote economic benefits of water and energy conservation, low-flow water devices etc. ($10,000)
  • CE 3.5.5 OC, WC, MCBP, Berlin, and MDOT will increase commuting opportunities by promoting carpooling, and MCBP will provide education materials regarding flex place and time work places. ($5,000)
  • CE 3.5.6 OC and WC will examine the benefits of adopting a model energy code for residential and commercial buildings. (WER)


Maryland Coastal Bays Program
Part of the National Estuary Program, the Maryland Coastal Bays Program is a cooperative effort between Worcester County, Berlin, and Ocean City which have come together to produce the first ever management plan for their bays.
